For the UAE embassy attestation in India there are several steps that we need to follow;
1. Notary
Notary is the first step towards any Embassy attestation. This may be done from the state from where the certificate is issued. There are image samples below;

2. Local HRD
Local HRD is also done from the state where the certificate is issued. Now local HRD is made compulsory on all certificates except on affidavits, power of attorneys and company documents. Local HRD depending on the state administration and procedure, takes time to get processed. It is an approval from your local state to submit your certificate in the central office. 3. MEA (Ministry of External Affairs)
Ministry of External Affairs head office is in New Delhi. So we get the approval from MEA Delhi only. This department acknowledges only if the state level seals are genuine. Seal sample of MEA is below.
4. UAE Embassy Attestation
Once the approval from the NRI department is over, the certificate is to be submitted in the UAE Embassy. The Embassy scrutinizes the previous seals and approves by attestation. The seal is from Ministry of Foreign Affairs UAE. A sample is below.
